How simplistic is the rhetoric about nuclear war?

Stray dog menace and waste dumping grave problems
Courts and animal rights activists are against killing of stray dogs.

The question is who is that keen on killing stray dogs. Don't kill them, but catch them, keep them in shelters and don't allow them to roam around attacking people.

Latest is the killing of a man by groups of stray dogs. Earlier an old woman was killed like this.

Whatever it is, problematic dogs should be disposed of, there should be no second opinion on that.

Like that , there seems to be no sure shot solution to garbage dumping. Governments wash their hands off saying it is the responsibility of local bodies.

Therefore, the problem persists without a cogent solution.
